Protecting Medical Staff Independence

Medical staffs across California continue to face challenges, including threats to self-governance, increasing regulatory burdens, reductions in reimbursement, and ability to provide quality care with decreasing financial resources. 

The CMA Organized Medical Staff Section (OMSS) represents California medical staffs and advocates for strong medical staff self-governance and quality patient care. OMSS membership supports legislative advocacy, policy development and legal action on medical staff issues. Join Today 

Why Join?

Through aggressive political and regulatory advocacy, CMA has positioned itself as one of the most influential stakeholders in the development and implementation of health policy.

CMA is a tireless supporter of physician independence and medical staff self-governance and fights to keep medical decisions in your capable hands.

CMA’s Model Medical Staff Bylaws are updated annually and provided free to OMSS medical staffs. These bylaws are the definitive guide for medical staffs, providing details on professional and legal structures to support effective medical staff operations and self-governance.

OMSS member medical staffs receive a free online subscription to the California Physician’s Legal Handbook (CPLH), which includes nearly 5,000 pages of comprehensive legal information, current laws, regulations and court decisions that affect the practice of medicine.

OMSS medical staffs have access to information from CMA’s legal and health policy experts on a wide range of medical staff issues, including – but not limited to – bylaws development, medical staff self-governance and peer review.

OMSS members have free access to CMA webinars and free or discounted registration for CMA conferences, including complimentary registration to CMA’s annual OMSS Assembly and Educational Conference. CMA experts are also available to give presentations at medical staff meetings on a variety of topics.

The CMA Education Fund (formerly the CMA Legal Defense Fund) supports CMA’s efforts to protect the legal rights of physicians and to advocate for the practice of medicine. These funds are used to support physicians in cases like that of the Tulare Regional Medical Center, where physicians were embroiled in a bitter legal battle with the hospital over its medical staff self-governance rights. Had the hospital’s actions been left unchallenged, it would have created a dangerous precedent that could have had a negative effect on patient care across the country. (Donations to the CMA Education Fund are not a donation to a political committee.)

OMSS Annual Assembly

The CMA Organized Medical Staff Section meets in person once a year for its OMSS Annual Assembly and Education Conference in conjunction with the CMA House of Delegates. The OMSS Assembly is open to all physicians concerned about the role of strong self-governing medical staffs in improving patient care and safety. Participants have the opportunity to learn about critical issues impacting medical staff governance and operations and network with representatives from medical staffs across the state.

The OMSS Executive Board is responsible for the planning and oversight of activities and reports to the House of Delegates and to the Board of Trustees.
